Effects Patch for ICR2/CART Racing

(Sorry... bad Enlgish) This patch changes some "effects" of the ICR2 game. The patch will make a backup of your previous Effects.dat. The Smoke effect looks like a "solid cloud" over the NonRendition version of game... but I thought that it could have a transparent-texture if the PMP images had a black pixels (transparent in the PMP) in intercalate form. The result isn't "VERY NICE" but at least the smoke looks well... See the graphics.

Edwin commentary (from 'Information' -Readwhls.txt-) :
This is a small utility that allows you to change the tires in David's F12002th carset. I added new fwheel.3do and rwheel.3do based on Robert Szikszo's sprintcars wheels. I also added new thread patterns to simulate plain grooved tires and wet tires. Also, I made the centers of the wheel round (and I thought that I would never use all that math I learned in school!). These were left slightly off when Luis Beltran and I first added grooves to the F1 wheels. Finally, I changed the graphics on the Michelin wheel2 and wheel3 mips to better match David's wheel1 graphics.
